Synopsis Dragon Ball Super Manga 28

Goku has just left for the Planet of the Omni-King using the button he was given. Bills laments this fact and feels guilty as he recalls that he met the Omni-King due to the tournament he organized against Champa.

In the palace of the Omni-King, the two Zenos are playing chess with pieces representing each of the twelve universes. As they play, they decide that there are too many universes, so they should destroy those where humans are weaker.

The Grand Priest mentions that Universe 1 harbors the most powerful warriors, and Universe 12 has shown significant growth. The two Omni-Kings conclude that they will destroy the eight least developed universes, leaving only four remaining.

However, before they can do so, Goku arrives. They warmly welcome him. Goku tells them that he doesn't remember which Zeno-sama told him, but they had promised to hold a Tournament of Power with the twelve universes. Zeno-sama mentions that he had forgotten and tells his other self that they cannot destroy the universes because of the tournament.

The kings mention that they must do it soon, so they agree to hold the tournament in forty hours. Goku prepares to leave because he won't have much time to prepare, but the Grand Priest stops him, stating that he must first inform all the Gods of Destruction, including Bills, so he must stay for a moment.

It shows how the attendants of each of the Gods of Destruction from different universes are interrupted due to the Grand Priest's call, summoning them all along with their respective Kaioshins for a meeting in the palace of the Omni-King.

Immediately, the Grand Priest summons all the Gods of Destruction along with their attendants and Kaioshins. Goku is surprised by the appearance of all the Gods of Destruction. Jerez is amazed to see that there are two Omni-Kings.

Bills gets angry seeing what Goku has caused. Champa asks his brother what Goku is doing in the palace, but Bills mentions that he doesn't know. Champa retorts that Goku must have done something again and blames Bills for getting him into trouble.

While waiting for the arrival of the Gods from Universe 8, the Grand Priest notices that there is a mortal behind Vermoud, so he asks who he is. Vermoud explains that he is Toppo, the candidate to succeed him as the God of Destruction of Universe 11.

When the God of Destruction from Universe 8 finally arrives with his entourage, the Grand Priest explains that they have been summoned because the Tournament of Power will take place in two days, in which selected warriors from each universe will participate. Mosco complains about the little preparation time, but when Zeno-sama asks what he said, Campahri says that it is exceptional that they can participate so quickly, calming the Omni-King.

The Omni-King from the future timeline does not understand what is happening because he did not witness the previous tournament. Therefore, the Grand Priest decides to quickly prepare an Exhibition Match, using his power to create a combat arena.

The Grand Priest orders all the Gods of Destruction to enter the arena and fight, which angers Bills even more at Goku. Champa complains that he hasn't trained in decades, and Vados mentions that she has been avoiding it.

The Grand Priest explains that the Omni-King will determine the rules of the tournament based on the Exhibition Match, and the winner among the Gods of Destruction will be rewarded while the one who does not fight with all their strength will be exterminated. Before they start fighting, they notice Goku cheering for Bills, leading them to conclude that the fact that the Tournament of Power will be held is Bills' fault.

This motivates everyone to join forces to defeat Bills first. Furthermore, Whis mentions that everyone has personal issues to settle with Bills. This is because a long time ago, the Omni-King organized a Hide-and-Seek Tournament, which had to be canceled because Bills fell asleep in his hiding place for fifty years. This made the Omni-King furious, so all the Gods of Destruction had to work hard to please him, and they still hold a grudge against Bills.

At the beginning of the encounter, Bills manages to dodge the attacks of all the Gods of Destruction but is caught by Mosco. Bills manages to free himself before being hit and uses Champa as bait. Taking advantage of the gods falling for the trick, he launches a powerful attack, but they manage to protect themselves as one of them creates a protective barrier. Vermoud surprises Sidra with an attack, causing them to forget the alliance against Bills. The Omni-Kings get excited, and so does Goku.
